Alpha 9 - Local Splitscreen Multiplayer

After much frustrations, wrangled some code to get split screen functionality. At least on my own Windows machine as far as testing goes.

You can now select the amount of players from the arcade menu based on how many controllers are plugged into the machine. Keyboard control is toggleable for use in single player. The limit is 4 player splitscreen.

Still plenty of bugs to iron out. Npc track navigation has received some improvement. Though they can still derp around or get caught on poor level design decisions.

Combat is the next major feature I want to tackle.
